Nature of Work

Under the direction of Financial Controller, assist with the budget development, control, and monitoring of specific grant awards. Preparation of monthly financial statements, and monthly GL reconciliations. Reviews vendor payments, payroll, and payroll reporting.

Minimum Education & Experience Requirements

Minimum of a Bachelors Degree in accounting, Two (2) years accounting operations experience. 

Essential Functions

  • Be familiar with and adhere to the Head Start Program Performance Standards, State of Louisiana licensing requirements, Education and Children's Services (ECS) policies and procedures and agency personnel policies and procedures.
  • Maintain an open, friendly, professional relationship with all staff and families, to include respect for culture, diversity and ethnicity.
  • Participate in annual program self-assessment and continuous quality improvement initiatives of the overall program.
  • Monitor and ensure confidentiality of finance files

 Position Specific Essential Functions:        

  • Assist with preparing and distributing monthly financial/quarterly financial statements and budget reports for budget owners.
  • Assist with payables function, evaluating purchase orders to assure requests are within budget guidelines and are coded according to budget component and funding source, analyses outstanding encumbrances/PO's.
  • Provide technical assistance to Head Start staff to ensure fiscal compliance with Head Start guidelines
  • Reconciles Federal & Non Federal Cash Accounts on General Ledger to outstanding checks, monthly cash reports and bank statements.
  • Maintain electronic cash reconciliation program.
  • Assist with annual audit process and taxes.
  • Assist with 1099/W-2 reporting at year-end.
  • Follow internal controls, Finance Policies and Procedures.
  • Serve as backup to the Accounts payable, In-Kind, and Payroll clerk.
  • Perform other essential functions related to the position as assigned

 Required Knowledge, Skills and Abilities

  • Hands on experience with Sage non-profit accounting software and report writing skills preferred.
  • Ability to compile, read, and compute, and interpret data trend analysis
  • Knowledge and experience in federal budgets, federal accounting procedures, payroll, accounts payable, purchasing, general ledger or comparable areas preferred. 
  • Detail oriented with strong focus on accuracy, excellent analytical, organizational and time management skills
  • Strong verbal and written communication skills, strong interpersonal skills working within a diverse organizations
  • Ability to work independently and meet deadlines
  • Ability to maintain accurate and legible records is required.
  • Intermediate to advanced level computer skills in Microsoft Office (Excel, Word, and Office) required.

Special Considerations

Employees within this classification are required to

  • Pass a drug screen and criminal background check.
  • Pass a physical examination every three years
  • Complete Tuberculosis (TB) test every three years with negative results.
  • Valid driver's license with a driving record in compliance with RCCDC's insurance carrier requirements.
