Nature of Work

Under the direction of Financial Controller, act as the primary catalyst to accurately collect, record, and maintain files in regards to the Non-Federal Share component of the Program.

Education

A minimum of a High school Degree or GED with a minimum of two (2) years of related general accounting experience.

 

Essential Functions

Be familiar with and adhere to the Head Start Program Performance Standards, State of Louisiana licensing requirements, Education and Children's Services (ECS) policies and procedures and agency personnel policies and procedures.

Maintain an open, friendly, professional relationship with all staff and families, to include respect for culture, diversity and ethnicity.

Participate in annual program self-assessment and continuous quality improvement initiatives of the overall program.

Monitor and ensure confidentiality of finance files

 

Position Specific Essential Functions:           

Collect and input In-Kind data sheets for donated goods from Head Start and Early Head Start Centers.

Record all In-Kind General Ledger entries to the SAGE accounting system.

Prepare documents for processing including sorting, and verifying accounts and totals.

Communicate with Center level staff in providing guidance and support to ensure that proper rules and guidelines have been met regarding the collection and documentation of In-Kind; and refers complex issues to Controller for resolution.

Work in partnership with Center level staff in coordinating the submission of monthly In-Kind documentation and support.

Provide annual training for center level staff with the Controller on the basics of qualifying In-Kind and maintaining auditable files. 

Maintain In-Kind rates in the PROMIS database and department binder with appropriate documentation to support the In-Kind Rates utilized by the program and as support for Federal Reviews and Audits.

Prepare and maintain monthly Non-Federal Share and In-Kind logs, reports, and summary sheets for management review.

Prepare and maintain daily deposits following the internal controls, financial policies and procedures.

Maintain and record all operating deposits on the monthly Cash report; notifying the Controller for any issues observed. 

Perform other essential functions related to the position as assigned.

 

Required Knowledge, Skills and Abilities

Ability to compile, read, and compute, and interpret data

Knowledge and experience in recording Journal Entries to a General Ledger system

Detail oriented with strong focus on accuracy, excellent analytical, organizational and time management skills

Strong verbal and written communication skills, strong interpersonal skills working within a diverse organization

Ability to work independently and meet deadlines

Ability to maintain accurate and legible records is required

Basic to Intermediate level computer skills in Microsoft Excel required

 

SPECIAL CONSIDERATIONS

Employees within this classification are required to:

Pass a drug screen and criminal background check

Pass a physical examination every three years

Complete Tuberculosis (TB) test every three years with negative results

Valid driver's license with a driving record in compliance with RCCDC's insurance carrier requirements

Frequent: Sitting, standing, walking, balancing, stooping, kneeling, crouching, crawling, pulling, pushing, reaching, repetitive hand motions, hearing, speaking clearly, visual acuity, distinguishing colors, driving, traveling
Occasional: Lifting, moderate, 15-44 pounds; carrying, moderate, 15-44 pounds
Be able to perform duties in an active environment with changes in climate and noise level
